THE GUARANTEE FUND FOR SMALL & MEDIUM ENTERPRISES  (GFSME)

Managing Director, Chief Executive Officer.  Member of the Management Board and Credit Committee.  Chairman of the Operating Committee.  The GFSME is a credit guarantee institution that assists small and medium scale entrepreneurs obtain loans from banks and other lending institutions.  It guarantees up to a maximum of 85 % the loan amount against risk of default by the borrower.  The youngest to have been appointed to this post, led the GFSME to its peak to-date 1995 record of P1.08 B in loan origination. Total origination under his leadership represents 70 % of a fourteen year accomplishment.  Guided GFSME in achieving consistent viability, remitting to the national government over 100 % of its original equity.  GFSME's prime advocate for autonomy.  Prudent steward of government funds.

1986 - 1991    
THE LIVELIHOOD CORPORATION  (LIVECOR)

Senior Director, Financial Intermediation and Resource Management Group. Provides small business units with access to funding assistance and support.  Among its projects are the Transactional Lending Center (PO Financing), Young Professional Development Program, Equipment Acquisition for Small Enterprises and the Transport  Cooperative Joint Venture Gasoline Stations.  Seconded by LIVECOR to the Management Board of commercial bank venture capital corporations and state corporations.  Handled government divestment and privatization.

Livelihood Development Group

Deputy Program Director, Policy Review and Evaluation Program Office.  Involved in program planning and policy formulation for a national credit program.  Evaluated  development projects for consideration of the Executive Committee.
